Review gating has been against the Google my Business guidelines and the update to the guidelines is a clarification on it.

Google updated the review guidelines last April 2018 to help clarify that review gating is not allowed.

Review Gating: Defined
Review-gating is the process of filtering candidates before asking them to leave you a review. Normally this is done by sending all customers an email template and first asking them if they had a positive or negative experience. If they had a positive experience, they are asked to leave a review on Google but if they had a negative experience, they are prompted to leave private feedback and are never sent the option to leave a review publicly.
As a business owner, what should you do.
You have to turn the gating function off ASAP. Use a platform that offers different ways to collect reviews.
If you don’t want Google end up removing all your reviews, do no take a risk of review gating.
